Description:	Prof. Phelan is a faculty member of the Center for Global Health Science and Security, Georgetown University School of Medicine, in Washington, D.C. She conducts international legal research and policy analysis in global health, including implementation of international health regulations. She advises international organizations, governments, and institutions on issues relating to environmental and health law, including the proposed Pandemic Treaty and Nagoya Protocol. The ongoing COVID-19 pandemic is the first digital pandemic, in which the scale of information and impact from epidemiological, clinical, and genetic sequence data has been unprecedented. Despite these advances, international law has remained in the analogue era, leaving us less able to respond to COVID-19 and emerging variants, and future pandemic risks. Upcoming international negotiations provide opportunities and challenges to address this, including the proposals for a new Pandemic Treaty and inclusion of sequence data under benefits sharing in the Nagoya Protocol.
