He is Vice Provost for Global Initiatives at the University of Pennsylvania and chair of the Department of Medical Ethics and Health Policy. He also is one of the 16 members of President Biden's COVID-19 Advisory Board. No stranger to the NIH, Dr. Emmanuel was the founding chair of the NIH Department of Bioethics, where he served from 1997 to 2011.
