Official definitions of health disparities have been diverse and often broad, which can have serious consequences for setting objectives, targets, and resource allocation priorities, and assessing progress. In this session, Dr. Paula Braveman will provide an overview of the concept of health disparities and a conceptual framework for thinking about how disparities are created, exacerbated, and perpetuated across lifetimes and generations. She will introduce the challenges of defining health disparities in ways that capture the most important criteria, are conceptually sound, and at the same time lend themselves to measurement, which is essential for accountability.

Paula Braveman, MD, MPH, is Professor of Family and Community Medicine and Director of the Center on Social Disparities in Health at the University of California, San Francisco (UCSF). For more than 25 years, she has studied and published extensively on health equity and the social determinants of health, and has actively engaged in bringing attention to these issues in the U.S. and internationally. Her research has focused on socioeconomic and racial/ethnic disparities in health, particularly in maternal and infant health and health care. During the 1990s, Dr. Braveman worked with World Health Organization staff in Geneva to develop and implement a global initiative on equity in health and health care. Throughout her career, she has collaborated with local, state, national, and international health agencies to see rigorous research translated into practice with the goal of achieving greater equity in health. She was elected to the Institute of Medicine of the National Academy of Sciences in 2002.
