SO THAT'S WHAT WE MEAN BY MAKING USE OF THE SPECIAL ENVIRONMENT AT NIH. SO BECAUSE OF THAT, WE NEED SOMEBODY WHO CAN DESCRIBE THEIR WORK IN WRITING AND ORALLY IN VERY NICE TERMS. AND WE EXPECT YOU TO PRACTICE YOUR TALKS, AND IF YOU WRITE ANYTHING, WE EXPECT YOU TO PROOFREAD CAREFULLY. SO THERE ARE SOME MYTHS ABOUT WHAT WE MEAN BY HAVING A STRONG PUBLICATION RECORD. NOW, AT NIH, WE USUALLY REQUIRE YOU SUBMIT A RESEARCH PLAN AND/OR A VISION STATEMENT ALONG WITH YOUR APPLICATION FOR TENURE TRACK POSITION. SO WHAT SHOULD THAT INCLUDE. THAT SHOULD INCLUDE BACKGROUND ON THE PROBLEMS THAT YOU WISH TO STUDY, AN EXPLANATION OF WHY IT'S AN IMPORTANT PROBLEM, EVEN IF IT'S SOMETHING OBVIOUS. WHAT WE WANT TO KNOW IS DO YOU KNOW THE IMPORTANCE OF YOUR WORK. DETAILS ON WHAT APPROACHES AND METHODS YOU WOULD USE TO MOVE YOUR FIELD FORWARD IN THE NEXT FIVE YEARS. ADVANTAGES OF YOUR APPROACH TO THE PROBLEM. FOR EXAMPLE, WHY ARE YOU USING A YEAST SYSTEM AS OPPOSED TO A MOUSE AS OPPOSED TO A HUMAN MOUSE. AND I SHOULD POINT OUT THAT ONE OF THE JEWELS IN THE INTRAMURAL PROGRAM IS OUR CLINICAL CENTER, WHICH IS A BUILDING COMPLEX HERE ON THE MAIN CAMPUS IN BETHESDA AND IT'S THE LARGEST HOSPITAL IN THE WORLD DEVOTED SOLELY TO RESEARCH. NOW, OUR CLINICIAN SCIENTISTS AT THE NIH ARE DEVELOPING TREATMENTS AND DIAGNOSTIC TOOLS FOR A RANGE OF DISEASES. SOME OF MORE COMMON DISEASES SUCH AS CANCER, SOME OF THE COMMUNICABLE DISEASES AS WELL AS AT THE OTHER END OF THE SPECTRUM SOME RARE DISEASES AND UNDIAGNOSED DISEASES. AND IN FACT, BECAUSE OF THE WAY WE ARE STRUCTURED SOME OF THE LATTER STUDIES CAN BE DONE HERE AT ONE OF THE FEW PLACES IN THE WORLD. NOW THE NIH RECOGNIZES THAT THERE'S A DIMINISHING POOL OF CLINICAL RESEARCHERS. CLINICIANS WHO ARE TRAINED BOTH CLINICALLY AND AS RESEARCHERS HAVE A LARGE NUMBER OF CAREER OPTIONS, AND PARTICULARLY IN THE CURRENT RESEARCH CLIMATE MANY ARE CHOOSING NOT TO GO INTO RESEARCH BUT TO GO INTO MORE CLINICALLY ORIENTED ACTIVITIES. AND SO WE'D LIKE TO TRY TO FACILITATE EARLY STAGE CLINICIANS, CLINICIAN SCIENTISTS TO HELP THEM CONTINUE ON AS RESEARCHERS. AND I'M GOING TO TELL YOU ABOUT TWO OF OUR PROGRAMS THAT ARE INVOLVED IN THAT. ONE IS THE CLINICAL RESEARCH SCHOLAR'S PROGRAM WHICH IS FOR TENURE TRACK SCIENTISTS. A SECOND IS OUR ASSISTANT CLINICAL INVESTIGATOR PROGRAM, WHICH PROVIDES ADDITIONAL TIME FOR CLINICAL RESEARCHERS TO TRANSITION FROM MENTORED POSITIONS INTO TENURE TRACK POSITIONS. NOW I SHOULD POINT OUT THAT THE MAJORITY OF OUR CLINICAL INVESTIGATORS JOIN THE INTRAMURAL PROGRAM EITHER ON THE TENURE TRACK OR AS A TENURED POSITION DUE TO A DIRECT RESPONSE TO TARGETED HIRES. ONCE AN INSTITUTE KNOWS IT HAS A POSITION, OPPORTUNITIES ARE POSTED ON OUR SITE ON-LINE AND IT'S PRETTY MUCH A TRADITIONAL SEARCH. BUT LIKE THE STADTMAN PROGRAM SEVERAL YEARS AGO WE DEVELOPED A TRANSNIH-WIDE PROGRAM TO TRY TO RECRUIT EARLY STAGE CLINICAL RESEARCHERS. AND THIS IS FAIRLY UNIQUE PROGRAM THAT WE CALL THE -- CLINICAL RESEARCH SCHOLAR'S PROGRAM. IT'S A JOINT PARTNERSHIP AMONG THE LASKER FOUNDATION THE INTRAMURAL NIH AND EXTRAMURAL NIH. THE PROGRAM HAS SEVERAL PHASES. THE FIRST PHASE INDIVIDUALS WHO ARE SCHOLARS COME TO THE INTRAMURAL PROGRAM AND THEY WORK HERE AS TENURE TRACK LEVEL SCIENTISTS FOR FIVE YEARS WHICH CAN BE EXTENDED ANOTHER YEAR OR TWO. DURING THAT TIME THE INTRAMURAL PROGRAM PROVIDES FULL SALARY AND RESEARCH SUPPORT. AT THE END OF THAT FIRST PHASE EASILY OF FIVE YEARS, THERE'S A BRANCH POINT AND ONE OF TWO THINGS HAPPENS. ONE POSSIBILITY IS THAT BY MUTUAL AGREEMENT, THE RESEARCHER DECIDES TO STAY AT THE NIH. IT SHIFTED ON TO THE TENURE TRACK AND IS JUST LIKE ANY OF THE OTHER TENURE TRACKS SCIENTISTS THAT WE HAVE HERE. I SHOULD POINT OUT THAT THE PREVIOUS FIVE YEARS THAT THE PERSON HAS SPENT COUNTS TOWARD ONE'S PRODUCTIVITY TOWARDS GETTING TENURE. ON THE FLIP SIDE, THERE ARE SOME INDIVIDUALS WHO MIGHT WANT TO GO BACK TO THE EXTRAMURAL WORLD. AND IN THAT CASE THERE'S A UNIQUE OPPORTUNITY TO OBTAIN RO1 LEVEL SUPPORT UP TO $500,000 A YEAR TO TAKE WITH THEM TO AN OUTSIDE INSTITUTE. THIS IS A PROGRAM THAT IS OUTSIDE OF THE USUAL RO1 FUNDING MECHANISM. THE EXPECTATION IS THAT THE LASKER SCHOLAR HAS DONE WELL WITH HIS OR HER RESEARCH, THEY WILL OBTAIN THIS FUNDING. THE CANDIDATES FOR THIS PROGRAM ARE EARLY STAGE CLINICAL RESEARCHERS WHO CAN CONDUCT INDEPENDENT RESEARCH. I'LL SAY MORE ABOUT THAT NOW. IT'S FOR RESEARCHERS WITHIN TEN YEARS OF COMPLETING THEIR CORE RESIDENCY PROGRAM. IF THE INDIVIDUAL HAS NOT DONE A RESIDENCY WE COUNT THE TIME OF OBTAINING THE PH.D. OR THE DOCTORAL DEGREE AT THE START OF THAT TEN YOU'RE CLOCK. THE INDIVIDUAL SHOULD BE COMPETITIVE FOR TENURE TRACK POSITIONS. THE INDIVIDUALS MAY ACTUALLY EVEN HAVE A TENURE TRACK POSITION OR CURRENTLY BE COMPLETING A CLINICAL FELLOWSHIP OR SOMEWHERE ELSE ALONG THE PIPELINE. INDIVIDUALS MUST ALSO HAVE A LICENSE FOR CLINICAL PRACTICE. AND WHILE MANY OF THE INDIVIDUALS WHO APPLY ARE MD OR MD PH.D.s IT'S NOT JUST FOR MDs AND EQUIVALENTS. DENTISTS CAN APPLY. NURSES WITH DOCTORAL DEGREES ARE ALSO ELIGIBLE AND THE NURSING INSTITUTE IS PARTICIPATING. THERE ARE BENEFITS TO THE SCHOLARS. THE INDIVIDUALS HAVE PRETTY MUCH FULLY PROTECTED TIME DURING THEIR INTRAMURAL PHASE TO CONDUCT RESEARCH. AS INDICATED THE NIH INTRAMURAL PROGRAM FUNDS THE RESEARCH PROGRAM, PROVIDES SALARY SUPPORT, SUPPORT FOR THE LAB PERSONNEL, SUPPORT FOR RESEARCH RESOURCES. IN ADDITION, THE SCIENTISTS CLINICIANS DO NOT HAVE BURDENSOME SERVICE OBLIGATIONS. THEIR CLINICAL RESPONSIBILITIES INVOLVE THOSE THINGS RELATED TO THE CARE OF THE PATIENTS THAT THEY HAVE ON THEIR CLINICAL PROTOCALLS, BUT THEY DON'T HAVE OTHER OBLIGATIONS AS HEAVILY AS THEY WOULD MEDICAL CENTERS ON THE OUTSIDE. THE INDIVIDUALS CAN MAINTAIN AN AFFILIATION WITH A PREVIOUS INSTITUTE WHILE AT THE NIH. THIS IS OF COURSE SUBJECT TO THE ETHICS APPROVAL AND THE APPROVAL BY ALL ALL PARTIES. SO ONE OF THE WAYS THAT IS DONE AS AN ADJUNCT APPOINTMENT AT THE OTHER INSTITUTE. WHEN IT GETS TO THE BRANCH POINT THERE'S THE EXTRAMURAL COMPONENT. THERE'S A MISPERCEPTION OF INDIVIDUALS BEFORE THEY COME TO THE NIH. CLINICIANS, MANY RESEARCHERS BUT CLINICIANS IN PARTICULAR LIKE TO HAVE A NUMBER OF OPTIONS IN THEIR CAREERS. AND THERE'S A MISPERCEPTION THAT WHEN SOMEONE COMES TO WORK IN THE INTRAMURAL PROGRAM, THAT YOU ARE LIMITED IN YOUR OPTIONS BECAUSE YOU'RE NO LONGER WRITING GRANTS AND DON'T HAVE GRANT SUPPORT. AND FOR BETTER OR FOR FIRST IN THE EXTRAMURAL COMMUNITY, GRANT SUPPORT IS ONE OF THE BIG CURRENCIES THAT DETERMINES HOW ATTRACTIVE YOU MAY BE. WHAT WE FOUND IS THIS IS A MISPERCEPTION, IT'S NOT REALLY TRUE. OUR SCIENTISTS AND CLINICIANS MOVE QUITE READILY AS MUCH AS PEOPLE IN THE EXTRAMURAL WORLD. CHAGRIN PERHAPS INDIVIDUALS ARE RECRUITED FOR LEADERSHIP POSITIONS IN THE EXTRAMURAL WORLD, WE CERTAINLY WISH THEM WELL AND APPRECIATE THEIR SERVICES TO THE NIH. IN ADDITION BECAUSE OF THIS THE OPPORTUNITY FOR THIS SUBSTANTIAL FUNDING TO GO, MANY OF THEM WILL INDEED HAVE THE MONEY, OUR ONE LEVEL MONEY TO TAKE WITH THEM. I SHOULD ALSO POINT OUT THE LASKER FOUNDATION OFFERS SOME BENEFITS TO THE SCHOLAR. THEY ALLOW ATTENDANCE AT SOME OF THEIR AWARDS LUNCHEONS AND ARE HIGHLIGHTED ON THE LASKER WEBSITE AND LASKER FOUNDATION REPORTS. SO HOW DOES THIS ELECTION PROCESS WORK. THIS IS A UNIQUE PROGRAM AND IT'S POSSIBLY THE CASE THAT THE SELECTION PROCESS IS A LITTLE BIT UNIQUE TOO BUT IT INVOLVES BOTH AN EXTRAMURAL AND INTRAMURAL COMPONENT. AT THE VERY START, WE'RE ASKING APPLICANTS TO WRITE TO US TO REQUEST A LETTER OF SUPPORT. THE APPLICANTS PROVIDE INFORMATION, APPLY A SKETCH AND ONE TO TWO PAGES OF RESEARCH SUMMARY AND AN ABSTRACT OF WHAT WOULD BE YOUR RESEARCH PROPOSAL. THE REASONS TO DO THIS IS TO DETERMINE IN ADVANCE THAT THERE'S A PROGRAMMATIC FIT BETWEEN THE RESEARCH INTERESTS OF THE CANDIDATE AND THE RESEARCH THAT CAN BE DONE HERE AT THE INTRAMURAL PROGRAM. WE HATE TO HAVE SOMEONE SPEND A LOT OF TIME SUBMITTING THE APPLICATION GOING THROUGH THE PROCESS ONLY TO FIND IT'S JUST NOT THE KIND OF WORK THAT WOULD BE OF INTEREST HERE AT THE NIH. SO THE INDIVIDUALS SUBMIT THAT LETTER, THE MATERIAL IS REVIEWED BY THE SCIENTIFIC DIRECTORS AND CLINICAL DIRECTORS OF THE PARTICIPATING INSTITUTES WHO WOULD BE THE DECISION MAKERS. AND THEN WE NOTIFY THE CANDIDATES THAT THEIR RESEARCH IS OF INTEREST OR NOT. AND OUR EXPECTATION IS THAT FOR THE VAST MAJORITY OF PEOPLE, THE RESEARCH WOULD BE OF INTEREST. I SHOULD POINT OUT THAT THE INSTITUTES CAN CHOOSE TO PARTICIPATE ON A YEARLY BASIS. THERE ARE CURRENTLY 14 INSTITUTES PARTICIPATING THIS YEAR. SO AFTER THAT FIRST STAGE APPLICANTS THEN SUBMIT A FULL APPLICATION. HERE'S WHERE WE SHIFT OVER A LITTLE BIT INTO EXTRAMURAL MODE. APPLICANTS SUBMIT ON THEIR OWN BEHALF AND THEY USE THE PHS 398 FORM THAT IS AL SOCIETY FORM USED BY THE EXTRAMURAL COMMUNITY. IT INCLUDES CANDIDATE INFORMATION, BIO SKETCH PUBLICATIONS. WE REQUEST THAT INDIVIDUALS PROVIDE LETTERS OF REFERENCE AS WELL AS A STANDARD RESEARCH PROPOSAL, NOT UNLIKE WHAT THEY WOULD BE SUBMITTING FOR AN EXTRAMURAL RO1 OR K AWARD. AT THE FIRST STAGE THEN OF THIS REVIEW, IT'S REVIEWED BY AN NIH REVIEW PANEL CONSISTING PRIMARILY OF EXTRAMURAL CLINICAL INVESTIGATORS. FROM THAT, THE INTRAMURAL PROGRAM OBTAINS A LIST OF THE TOP CANDIDATES, AND NOW THE PROCESS BECOMES SIMILAR TO WHAT YOU JUST HEARD FOR THE STADTMAN PROCESS. IT BECOMES MORE OF A TRADITIONAL JOB HIRING PROCESS, THE TOP CANDIDATES WHO ARE OF INTEREST TO THE IN SUBSTITUTES ARE INVITED ON CAMPUS FOR INTERVIEWS TO GIVE A SEMINAR, A CHALK TALK AND SO ON. SO HERE'S THE TIME FRAME FOR THE CURRENT 2015 PROGRAM WHICH IS JUST GETTING UNDER WAY. THE REQUEST FOR THE LETTER OF SUPPORT IS DUE IN JUNE. THE FULL APPLICATION WILL BE DUE ON JULY 29TH. THEN THERE WILL BE THE EXTRAMURAL PEER REVIEW WHICH WILL HAPPEN SOMETIME DURING THE FALL MOST LIKELY WILL BE COMPLETE BY THE END OF OCTOBER OR MID NOVEMBER. AT THAT POINT, THE INFORMATION COMES TO THE INTRAMURAL COMMUNITY, AND ON CAMPUS INTERVIEWS AND SEMINARS WILL BE SCHEDULED STARTING PRETTY MUCH THE END OF THE YEAR OR EARLY 2015. THAT'S WHEN DECISIONS ARE MADE AND WITH THE START DATE, IT'S FLEXIBLE BUT THE EXPECTATIONS WOULD PROBABLY BE THE SUMMER OF 2015. WE HAVE TWO MORE COLLARS THAT ARE IN THE PROCESS OF BEING ONE FOR THE COMPLETION OF THE THIRD YEAR OF THE PROGRAM. WE EXPECT THEM TO BE ON HERE IN A COUPLE MORE MONTHS. THE PURPOSE OF THIS IS TO HELP INDIVIDUAL CLINICIAN SCIENTISTS TRANSITION FROM A MENTORED POSITION TO AN INDEPENDENT POSITION. ESSENTIALLY TO FILL THE GAP BETWEEN CLINICAL FELLOWSHIP AND THE TENURE TRACK LEVEL POSITION. WE PROVIDE ADVANCED MENTORING, INDEPENDENT RESOURCES AND THE TIME TO COMPLETE BASICALLY TO DEVELOP THEIR OWN INDEPENDENT PROGRAMS. AND IN MANY CASES, STUDENT LOAN REPAYMENT IS POSSIBLE DURING THIS PERIOD. THE APPOINTMENTS IS FOR THREE YEARS WITH POSSIBLE EXTENSIONS OF ONE YEAR. WE BEGAN THIS PROGRAM IN 2008.
