AS YOU MIGHT IMAGINE BUILDING A NEW BUILDING AT THE FBI IS NO SMALL FEAT AND THERE'S OF COURSE MANY SECURITY REQUIREMENTS WHICH CERTAINLY TAKE PRIORITY BUT WE DO PRY TO PUSH OUR PROJECT TEAMS AT THESE FACILITIES TO MAKE THEM AS SUSTAINABLE AS POSSIBLE WHILE ACKNOWLEDGING THAT SOME FACILITIES MAY NOT BE ABLE TO MEET ALL OF OUR REQUIREMENTS SO I TRY AND WORK WITH OUR PROJECT TEAMS AND ARCHITECTS TO MAKE SURE THAT THE REQUIREMENTS WE'RE PUTTING IN MAKE SENSE FOR THAT SPECIFIC BUILDING. THEN WE DEVELOPED OUR STRATEGY FROM THAT AND IT WAS DECIDED TO START OUR PILOT AND MOVING TOWARD ELECTRIFICATION WITH CAMPUS OR ADMINISTRATIVE VEHICLES, THINGS LIKE DELIVERY VANS OR IS HE DANS USED ON OUR CAMPUSES AND IT WAS DECIDED TO PUT OPERATIONAL VEHICLES IN A LATER WAVE OF DEPLOYMENT BECAUSE LAW ENFORCEMENT VEHICLES GET A LOT OF EXTREMELY VARIED USE AND WE WANTED TO BE ABLE TO MAKE SURE THAT OUR MISSION WAS NOT INTERRUPTED IN ANY WAY, SHAPE OR FORM WITH THE ELECTRIFICATION TRANSITION. IT WAS ALSO IMPORTANT WITH SUCH A LARGE ORGANIZATION THAT WE COULD BRING ALL OF OUR IDEAS AND OUR KEY PLAYERS TOGETHER IN A WAY THAT WAS PRODUCTIVE AND COHESIVE. NEXT WE ESTABLISHED A WORKING GROUP IN JANUARY OF 2022, THE WORKING GROUP IS COME PRIEMSED OF REPRESENTATIVES FROM MANY -- COMPRISED OF REPRESENTATIVES FROM MANY MANY DIFFERENT DIVISIONS, FLEELT, FINANCE, OPERATIONAL SIDE, SECURITY SIDE BECAUSE WHEN YOU'RE IN -- THERE'S ALWAYS SECURITY CONSIDERATIONS TO BE TAKEN INTO ACCOUNT AS WELL AS THE INDIVIDUAL FACILITIES WE WERE HOPING TO INSTALL THE INFRASTRUCTURE IN THE VEHICLES AND THEN THE PEOPLE WHO WOULD BE USING BOTH THE CHARGING STATIONS AND THEN THE VEHICLES THEMSELVES, JUST TO MAKE SURE WE COULD GET A THOROUGH LOOK OF WHO ALL WOULD BE AFFECTED BY THIS TRANSITION. THIS ALLOWS US TO HAVE A TOP DOWN APPROACH AS WELL AS A BOTTOM UP APPROACH TO TACKLING FLEETD EE -- FLEET ELECTRIFICATION AND MAKE SURE THAT EVERYONE GETS THE BENEFIT OF EVERYONE ELSE'S EXPERTISE, SO WE HAVE A MONTHLY FORM FOR DISCUSSION WHERE PEOPLE CAN RAISE THEIR CONCERNS, THEIR CHALLENGES THEY'RE FACING AND THEIR SUCCESS SO WE CAN ALL LEARN FROM EACH OTHER AS THE PROCESS IS GOING ON AND IT ALSO HELPS TO MAKE SURE THAT EVERYONE KNOWS THE CORRECTED POINT OF CONTACT FOR OUR VARIOUS DIFFERENT PROJECTS INVOLVED IN THIS PROCESS. THE POSTAL SERVICE RETURNS OVER 1.4 BILLION PIECES OF UNDELIVERABLE FIRST CLASS MAIL EACH YEAR. ALL OF THIS RETURN TO SENDER MAIL COMES WITH A HUGE ADDITIONAL COST, NOT JUST FOR THE POSTAL SERVICE, BUT ALSO FOR OUR MAILER, AND IT CONTRIBUTES TO THE CARBON IMPACT OF THE MAILING INDUSTRY. SO THIS PROGRAM BACK IN 2007, OUR MAJOR MAILERS APPROACH SAID, YOU KNOW, WE DON'T REALLY WANT THIS RTS MAIL BACK BUT WE HAVE TO PROTECT IT. COULD YOU PROVIDE US WITH A SERVICE WHERE YOU COULD SECURELY DESTROY IT AND JUST TELL US THAT YOU DID? THIS TOOK A WHILE. YEARS, TO SAY THE LEAST. BUT WE WERE ABLE TO DO IT, AND WE DID IT IN PARTNERSHIP WITH OUR CUSTOMERS AND OUR MAILERS. NEXT SLIDE. SO WHY IS SOMEONE HERE FROM THE OFFICE OF SUSTAINABILITY TALKING TO YOU ABOUT A MAIL SERVICE? IT HAS AN OVERALL SOCIAL BENEFIT BECAUSE IT'S IMPROVING THE SUSTAINABILITY OF THE ENTIRE MAIL STREAM, AND, MORE IMPORTANTLY, THERE'S FEWER TOUCH POINTS WITHIN THE PROCESS, REDUCING RISK AND STRENGTHENING THE SECURITY OF THE MAIL. ADDITIONALLY, THE EMBASSY WON TWO GRANTS FROM D GDI. BACK TO REFOCUS ON THE BIGGER PICTURE A LITTLE BIT, I WANTED TO ZOOM OUT AND SHARE SOME OF THE DEPARTMENT'S PLANS FOR THE FUTURE AND HOW WE ARE BROADLY VIEWING OUR RESPONSE TO CLIMATE ISSUES. EVEN WITH FULL COOPERATION TO PREVENT THE WORST IMPACTS OF CLIMATE CHANGE, THE EXTREME WEATHER TAKING PLACE CURRENTLY IS NOT LIKELY TO BE REVERSED. SO THE BIG TAKE-AWAYS WERE THAT THE DIRECT EMISSIONS, WHAT ARE TERMED SCOPE 1 AND 2, WHICH ARE REALLY THE EMISSIONS THAT ARE CREATED DIRECTLY BY ACTIVITIES OF A GIVEN ORGANIZATION, SO THIS WOULD BE EMISSIONS GENERATED FOR THE ELECTRICITY THAT RUNS A FACTORY, EMISSIONS RELATED TO SUPPLYING NATURAL GAS TO RUN A FURNACE, OR OTHER DIRECT EMISSIONS, AND THAT MIGHT BE AT YOUR OWN COMPANY OR OWNED AND OPERATED, THAT YOU ARE CONTRACTING FULLY WITH. THE INDIRECT EMISSIONS, THE WHAT ARE TERMED SCOPE 3 THAT ARE RELATED TO ALL THE ACTIVITIES THAT HAPPEN OUTSIDE OF THE DIRECT CONTROL OF AN ORGANIZATION, THERE WAS NO SINGLE APPROACH, REALLY NO SINGLE STANDARD, AND IT'S SOMETHING OF A FREE-FOR-ALL. AND THIRD PARTY AUDITING WAS PRIMARILY TO VALIDATE THE EMISSIONS OR THE EMISSIONS INVENTORY DATA THAT SITS UNDER A GREENHOUSE GAS EMISSIONS NUMBER. AND THEN ON SUPPLY CHAINS, IT WAS FOUND THAT ACTUALLY VERY FEW COMPANIES ARE STARTING TO REACH BACK INTO THEIR SUPPLY CHAINS AND START FINDING OUT WHAT IMABLGHTS THEIR SUPPLIERS ARE -- IMPACTS THEIR SUPPLIERS ARE HAVING. FOR THOSE FEW ORGANIZATIONS THAT WERE, THE SUPPLIER USUALLY USING SUPPLIER CODE OF CONDUCT TO REQUIRE THAT OR ENGAGING IN CAPACITY BUILDING EFFORTS AROUND ENERGY EFFICIENCY AND GOAL SETTING WERE THE MOST COMMON WAYS PEOPLE WERE ENGAGING. SO THOSE ARE THE PEOPLE ASKING WHAT YOU SHOULD BE REPORTING. ARE SO THEN THE QUESTION, YOU KNOW, THERE'S WHAT PEOPLE WANT TO KNOW, BUT THEN HOW DO YOU IMPLEMENT THAT FOR PRACTICAL. SO WHAT ARRIVED WAS THE CARBON DISCLOSURE PROJECT OR, THEY HAVE REBRANDED IT IS JUST CDP, BUT CDP IS REALLY THE LARGEST REPORTING PLATFORM GLOBALLY IF A COMPANY IS REPORTING IT'S HIGHLY LIKELY THEY'RE REPORTING INTO CDP AND ALMOST EXCLUSIVELY FOR COMPANIES, U.S. BASED COMPANIES ARE REPORTING THEIR EMISSIONS ANNUALLY INTO CDP. SO THIS IS A VERY IMPORTANT ORGANIZATION FOR US TO ENGAGE WITH BECAUSE THEY'RE ALREADY GETTING ALL THE DATA. AND THEN THERE'S BEEN A SECOND EFFORT WITH THE SUSTAINABILITY ACCOUNTING AND STANDARDS BOARD. NOW, THESE STANDARDS THAT HAVE BEEN PUT TOGETHER ARE ON THE FINANCIAL RISK OR IN THE FINANCIAL RISK MODEL. SO THEY'RE LOOKING AT CLIMATE RISK AS PART OF FINANCIAL RISK, THEY ARE ALSO USING THE GREENHOUSE GAS PROTOCOL AS SORT OF THE FOUNDATIONAL BASE, THEY ARE LOOKING AT IT FROM THIS FINANCIAL LENS, AND GENERAL EXPECTATIONS IS THAT THIS IS WHERE THIS SIDE IS CLOSER TO WHERE THE SEC WILL BE LOOKING RATHER THAN A MORE OPERATIONS-BASED ACCOUNTING SYSTEM THAT WOULD BE GOING INTO THE CDP PLATFORM. SO YOU HAVE YOUR INFORMATION REQUESTS, YOU HAVE MECHANISMS TO REPORT AND IMPLEMENT THOSE GUIDELINES, AND THEN YOU HAVE YOUR COMPANY LOOKING AT THIS GOING, OKAY, NOW WHAT? SO A COMPANY HAS A COUPLE OF OPTIONS ON HOW THEY'RE LOOKING AT THEIR EMISSIONS. THEY CAN EITHER DO IT THROUGH LIFE CYCLE ANALYSIS TO REALLY GET INTO THAT SUPPLY CHAIN AND FIGURE OUT WHERE THEIR EMISSIONS ARE, WHAT OF THEIR SUPPLIERS ARE DOING EMISSIONS OR HAVE THE LARGEST AMOUNT OF EMISSIONS, OR THEY CAN BE PULLING IN FOR SCOPE 1 AND 2 IT COULD BE AS STRAIGHTFORWARD AS PULLING IN THEIR ELECTRICITY BILLS TO FIGURE OUT HOW MUCH ELECTRICITY THEY'RE GENERATING AND THAT CAN BE CONVERTED INTO A GREENHOUSE GAS NUMBER. THEN THEY CAN REPORT, THEY CAN REPORT TO EITHER INSTITUTIONS OR THEY MAY CHOOSE TO HIRE A SERVICE PROVIDER OR A CONSULTANT WHO WOULD THEN MANAGE THAT EFFORT FOR THEM. AND SO SERVICE PROVIDERS OR CONTRACTS ARE CERTAINLY A VERY IMPORTANT PART OF THIS AS WELL BECAUSE IT IS A LOT AND IT IS A LOT FOR ANY ONE COMPANY TO MANAGE EXPERTISE AND EXPERIENCE IN. SO ALL OF THIS INFORMATION IS FLOWING OUT, BUT IT'S INTERESTING THAT CDP IS NOT A ONE-WAY STREET. THEY ARE WORKING ON MAKING THEIR INFORMATION AVAILABLE BACK OUT. BECAUSE THEY HAVE SO MUCH, SO MANY COMPANIES REPORTING IN, OTHER ORGANIZATIONS CAN NOW SUBSCRIBE OR BECOME A MEMBER AND BE ABLE TO GET INFORMATION BACK OUT FROM CDP. SO IF THEY HAVE HOLES IN THEIR SUPPLY CHAIN OR THEY ARE TRYING TO FIGURE OUT HOW TO DO SCOPE 3 AND UNDERSTAND WHAT THEIR SUPPLIERS' EMISSIONS ARE WITHOUT NECESSARILY HAVING TO GO AND ASK EACH SUPPLIER, YOU KNOW, THESE ARE WAYS YOU CAN GET STARTED. AND THEN SERVICE PROVIDERS CAN BUILD VALUE-ADDED PLATFORMS ON TOP OF IT, ON TOP OF THE CDP DATA, BLOOMBERG IS AN EXAMPLE OF THIS, AS WELL AS A CONSTELLATION OF STARTUPS AND OTHER CONSULTING FIRMS THAT START WITH THE CDP DATA AND INCORPORATE IT INTO THE WORK THAT THEY DO FOR COMPANIES. AND THEN MOST RECENTLY HAS BEEN THE ADVENT OF THE SCIENCE-BASED TARKTS INITIATIVE. SO THIS IS -- TARGETS INITIATIVE. SO THIS IS AN IDEA THAT YOU'VE GOT SO MUCH CARBON OR CARBON EQUIVALENT THAT YOU CAN EMIT INTO THE ATMOSPHERE WITHOUT HAVING A MAJOR IMPACT AND THEN HOW TO -- AND THEN HOW MUCH CARBON YOU EMIT INTO THE ATMOSPHERE OR HOW MUCH EACH SECTOR IS RESPONSIBLE FOR THAT AND THEN COMPANIES CAN SET TARGETS TO REDUCE EMISSIONS TO MEET THE CARBON BUDGET ASSIGNED TO THEIR SECTOR. THAT BUILDS ON THE GREENHOUSE GREENHOUSE GAS PROTOCOL, USES INFORMATION THROUGH CDP BUT ALSO A COMPANY WILL NEED TO ADD INFORMATION BECAUSE THEY'RE THE ONES SETTING THE TARGETS. SO WHAT BECAME OBVIOUS VERY QUICKLY IS THAT EVERY COMPANY INCLUDING THE MAJORITY OF, YOU KNOW, OR NOT -- I CAN'T CLAIM THE MAJORITY, BUT MANY OF THE PRIME CONTRACTORS FOR THE DEPARTMENT OF DEFENSE IS ALREADY DOING SOME VERSION OF THIS, ESPECIALLY WITH THE EFFORT WITH THE PRESSURE FROM INVESTORS AND GOVERNMENTS AND ADVOCACY GROUPS, THERE'S A LOT OF DATA OUT THERE. THE QUESTION IS WHAT CAN THE DATA -- THE PROBLEM IS WHAT CAN THE DATA TELL YOU BECAUSE WHEN YOU START LOOKING AT HOW THIS DATA IS CREATED, IT'S NOT SO VERY CLEAR. EACH COMPANY CAN CHOOSE ITS OWN BOUNDARIES, WHAT IS OR IS NOT INCLUDED THAT FITS WITHIN THE BROADER GUIDANCE OF THE GHG PROTOCOL. GUIDANCE FOR SCOPE -- SCOPE 1 AND 2 EMISSIONS TENDS TO BE A LITTLE BIT MORE CONSISTENT AMONG COMPANIES, BUT SCOPE 3 IS A FREE-FOR-ALL. AS YOU CAN SEE HERE, THERE'S 13 DIFFERENT POSSIBLE CATEGORIES FOR SCOPE 3, AND ANY COMPANY CAN REPORT ON ANY GIVEN ONE OF THOSE USING ANY NUMBER OF GUIDANCE AVAILABLE. SO FOR DEPARTMENT OF DEFENSE, WE ARE TRYING TO FIGURE OUT HOW TO GET OUR ARMS AROUND THIS. SO INSTEAD OF OUR ORIGINAL THOUGHT IN THE RFI WAS TO GO IN AND ASK FOR DATA, THIS EFFORT HAS EVOLVED INTO ASKING FOR INFORMATION ON HOW A COMPANY GOT THEIR DATA, MANAGED THEIR DATA AND REPORTED THEIR DATA. SO WE LAUNCHED THE VOLUNTARY CORPORATE CLIMATE ENGAGEMENT PROJECT, TO TROWRN THE TOP TITLE. -- TO TROWRN THE TOP TITLE. THIS IS, WE CURRENTLY ENGAGED IN ENGAGING WITH COMPANIES TO LEARN ABOUT THIS. IT'S A VOLUNTARY PROGRAM WHERE COMPANIES WHO ARE WILLING TO TALK WITH US ABOUT THEIR R5 SUBMISSIONS, THE INFORMATION THEY SUBMITTED THERE, AND QUESTIONS ABOUT HOW WE DO WHAT WE -- HOW THEY DO WHAT THEY DO AND WHAT THEY WOULD LIKE THE DMENT OF DEFENSE TO KNOW -- DEPARTMENT OF DEFENSE TO KNOW AS WE MOVE FORWARD BECAUSE PRIVATE INDUSTRY IS WELL AHEAD OF THE GOVERNMENT ON THIS FRONT, AND WE REALLY DO NEED TO LEARN AS MUCH AS POSSIBLE FROM THEM TO AVOID RE-CREATING THE WHEEL OR ADDING A NEW WHEEL OR BREAKING A WHEEL OR ANY NUMBER OF POSSIBILITIES. AND REALLY, OUT OF THIS, ONE OF THE MOST USEFUL PIECES OF INFORMATION THAT WE'RE PULLING TOGETHER IS THE QUESTION OF SUPPLIER ENGAGEMENT. AND FOR US, SUPPLIER ENGAGEMENT IS GOING BOTH WAYS. AS I JUST MENTIONED, IT'S ABOUT TALKING WITH DOD SUPPLIERS ABOUT WHAT THEY WANT DOD TO KNOW ABOUT HOW THEY'RE WORKING AND WHAT DOD SHOULD BE ASKING, COULD BE ASKING, SHOULDN'T BE ASKING, BUT ALSO IT'S SHOWING US HOW THOSE SUPPLIERS ENGAGE WITH THEIR SUPPLY CHAINS AND WHAT THE DIFFERENT MECHANISMS ARE BECAUSE AT THE END OF THE DAY, HOW DO YOU INCENTIVIZE A COMPANY TO GIVE YOU THIS TYPE OF INFORMATION? AND I THINK THAT'S BEEN ONE OF THE MOST INTERESTING COMPARISONS OF JUST TO HIGHLIGHT ONE OF THE OUTCOMES THAT WE'VE HAD IS TO TALK ABOUT PROJECT GIGATON, AN INITIATIVE LAUNCHED BY WALMART TO GET THEIR BRAND, THE SUPPLIERS, OR THE BRANDS THAT ARE ON THEIR SHELVES ENGAGED IN SETTING GOALS TOWARDS REDUCING GREENHOUSE GAS EMISSIONS IN THEIR OPERATIONS AND THEN ENCOURAGING THOSE BRANDS' SUPPLIERS TO DO THE SAME. SO SUPPLIERS CAN EMPLOY -- CAN GO TO THE PROJECT GIGATON WEBSITE, SELECT FROM A SET OF PREDETERMINED GOALS, MAKE THOSE COMMITMENTS AND THEN THAT BECOMES PART OF THEIR -- PART OF THE INVENTORY NET 9 MANAGEMENT BUT PART OF THE SALES PROCESS WITHIN WALMART, PART OF THE BUYING PROCESS. SO WALMART HAS TAKEN AN APPROACH OF POSITIVE INCENTIVIZATION. THEY WANT COMPANIES TO DO THIS. THEY WANT COMPANIES TO ENGAGE THEIR COMPANIES, SO A LOT OF IT IS PUBLIC RECOGNITION, CONNECTING SUPPLIERS, THEN, YOU KNOW, HELPING SUPPLIERS CONNECT TO CAPITAL INVESTMENTS SO THAT THEY CAN MEET THE GOALS THAT THEY'VE SET OR WANT TO SET THROUGH THE PROGRAM. SO YOU MIGHT CALL THAT THE CARROT APPROACH. ON THE OTHER SIDE, WE HAD A VERY INTERESTING CONVERSATION WITH MICROSOFT, ONE OF THE FIRST COMPANIES WE TALKED TO, NOT ONLY HAD THEY RESPONDED TO THE RFI BUT MANY OF THE STANDARDS GROUPS THAT WE HAD BEEN TALKING TO HIGHLY RECOMMENDED MICROSOFT BECAUSE THEY HAVE A VERY FORWARD-LOOKING AND AGGRESSIVE PROGRAM TO REDUCE CORPORATE GREENHOUSE GAS EMISSIONS AND THAT INCLUDES THE SCOPE 3 IN THEIR SUPPLY CHAIN. AND THE APPROACH THEY'VE TAKEN IS TO ACTUALLY PUT THE REQUIREMENT TO REPORT TO CDP IN THEIR SUPPLIER CODES OF CONDUCT. SO THE EXPECTATION IS THAT IF YOU WANT TO DO BUSINESS WITH MICROSOFT, YOU'RE GOING TO BE REPORTING ON CDP. THEY FELT THAT THIS WAS A GOOD APPROACH BECAUSE THEN NOT ONLY ARE THEY BEEN PUTTING, YOU KNOW, IT'S NOT JUST THE SUPPLIERS GETTING THEM THE INFORMATION, BUT IT'S PUTTING IT IN THIS CENTRAL REPOSITORY SO OTHER SUPPLIERS AND OTHER COMPANIES CAN ALSO MAKE USE OF THAT INFORMATION. SO IT BENEFITS THEM BUT IT ALSO BENEFITS THE LARGER ECOSYSTEM AND EFFORTS TO GET MORE TRANSPARENCY WITHIN SUPPLY CHAINS. THE ONE PLACE WHERE BOTH COMPANIES VERY MUCH AGREED, THOUGH, IS THAT THE ORGANIZATION ACTUALLY NEEDS TO SUPPORT THEIR SUPPLIERS IN THE REQUEST FOR INFORMATION. YOU KNOW, SO LARGER COMPANIES, WHO MIGHT HAVE A MORE MATURE REPORTING PROGRAM, ARE LOOKING FOR ACCESS TO CAPITAL OR, YOU KNOW, OTHER PILOT PROJECTS OR EFFORTS TO INNOVATE OR TO DECREASE EMISSIONS, WHEREAS OTHER COMPANIES THAT DON'T HAVE AS MUCH -- HAVE A MATURE PROGRAM OR SMALL BUSINESSES THAT MIGHT NOT HAVE THE BREADTH OF RESOURCES OR EXPERIENCE TO DO THIS KIND OF MEASUREMENT AND REPORTING, HOW DO THEY GET INVOLVED, HOW DO THEY GET -- HOW DO THEY MOVE FORWARD AND GET PROGRAMS STARTED AND START MAKING COMMITMENTS AND MEETING COMMITMENTS AND MAKING PROGRESS, BECAUSE REALLY IN MANY WAYS, THOSE ARE ALMOST MORE IMPORTANT THAN THE LARGER COMPANIES WHO ARE ALREADY WELL DEVELOPING PROGRAMS AND UNDERSTANDING THEIR SUPPLY CHAIN AND WORKING TOWARDS THESE GOALS. SO THE TAKE-AWAY BEING THAT IT'S MORE THAN JUST THE ASK. YOU HAVE TO MAKE THE ASK FOR INFORMATION, BUT THEN YOU ALSO HAVE TO SUPPORT COMPANIES IN THEIR ONGOING EFFORTS TO MATURE AND TO MAKE PROGRESS. SO THAT WILL BE ONE OF THE EARLY TAKE-AWAYS FOR DEFENSE. SO WHAT ARE OUR NEXT STEPS? WE WILL CONTINUE MEETING WITH COMPANIES. SO WE HAVE 88,000 GALLONS OF ETHYLENE GLYCOL WHICH IS AIRPLANE DE-ICER AND GOT CONTAMINATED WITH POTASSIUM ACETATE. THEN THEY SAID WE CAN'T SPRAY THIS ON THE AIRPLANES ANYMORE BECAUSE THEY COULD GET CORE OCEAN FROM THE POTASSIUM ACETATE AND WE'RE NOT ALLOWED TO USE IT ON THE RUNWAY BECAUSE I THINK IT'S BECAUSE IT'S SLIPPERY. THIS TANK HOLDS THE CONTAMINATED DEICER AND SOMEBODY MADE A MISTAKE AND PUT IN THE RUNWAY DEICER AND ONE PROB I SEE HERE IS THAT THE LABEL JUST SAYS DEICING AND SHOULD SAY -- I BELIEVE WHEN WE FIX THEM I'LL ASK THEM TO CHANGE IT TO SAY AIRPLANE DEICER, ETHYLENE GLYCOL. IT'S ABOUT 300 MILES AWAY. A COMPANY IN ANCHORAGE NAMED U.S. ECOLOGY AND THE BIG COMPANY'S NAME IS NRC. THEY COULD DISTILL CONTAMINATED GLYCOL AND MAKE IT LIKE BRAND NEW AGAIN. THEY SAID SEND US A SAMPLE TO MAKE SURE THEY CAN DISTILL IT. SO WE WENT TO THE TOP OF THE TANK AND FILLED UP A MAYONNAISE JAR WITH THE DEICER AND SENT IT TO THEM. THIS IS A PICTURE OF THE DISTILLATION PLANT IN ANCHORAGE. THEY WOULD TAKE OUR 88,000 GALLONS OF CONTAMINATED ETHYLENE GLYCOL AND DISTILLED IT AND THEN IT WOULD BE 95% ETHYLENE GLYCOL AND 5% WATER. THEY COULD NOT CHANGE IT BACK TO AIRPLANE DEICER BECAUSE IT'S VERY HARD TO GET THAT CERTIFIED AND TESTED SO WE COULD USE THIS ON OTHER THINGS ON THE BASE BECAUSE WE COULD USE IT FOR THE VEHICLE ANTIFREEZE AND ALSO WE USE ETHYLENE GLYCOL IN THE HEATING SYSTEMS IN THE HEATING FLUID LIKE I DON'T KNOW, SOME PEOPLE, LIKE IN YOUR HOUSE YOU HAVE -- IF YOU HAVE BASE BOARD HEATING HAVE YOU WATER GOING THROUGH THE PIPES. NOW, IN THIS PART OF ALASKA WE USE ETHYLENE GLYCOL BECAUSE IF THE POWER WENT OFF ON A VERY COLD DAY THEN THE PIPES WOULD FREEZE AND BREAK LIKE THE HOUSE I BOUGHT IN ALASKA IT FROZE UP BEFORE WE BOUGHT IT AND THE SELLER HAD TO FIX IT. ANYWAY, NOW THE PROBLEM IS THAT WE DON'T USE THAT MUCH VEHICLE 88,000 TO GET DISTILLED AND THEN THEY WOULD GIVE US BACK 70,000 GALLONS AND THEY SAID DO YOU WANT HALF FOR THE CARS AND HALF FOR THE HEATING SYSTEMS THEN THEY ALWAYS PUT IN AN ANTI-CORROSIVE ADDITIVE AND DIFFERENT FOR THE ANTIFREEZE FROM THE HEATING SYSTEMS. BUT THEN WE HAVE TO PAY $8 A GALLON WHICH PROBABLY WOULDN'T INCLUDE TRANSPORTATION. BUT WE BUY THIS STUFF NOW AT $10 A GALLON SO WE SAVED SOME MONEY. PLUS WE WOULD SAVE THE COST OF DISPOSAL. THE BIG PROBLEM IS WE DON'T USE 70,000 GALLONS AND WE USE LIKE 5,000 GALLONS A YEAR SO THE PROBLEM IS TO SAVE MONEY FOR THE BASE WE CAN'T SAVE MONEY FOR THE BASE BUT IF WE PAY THE MONEY FOR ALL THIS STUFF TO BE RECYCLED AND THEN MAYBE WE COULD SHARE IT WITH OTHER BASES AND THEN THE DEPARTMENT OF DEFENSE WOULD GET THE COST SAVINGS BUT WE DON'T USE ENOUGH. THIS WAS A FEDERAL PROJECT IN THE 1940s WHEN WORLD WAR II WAS ONGOING AND THE OBJECTIVE OF THIS PROJECT WAS TO BASICALLY SET UP A NUMBER OF SITES AROUND THE COUNTRY TO DEVELOP THE RESEARCH AND TECHNOLOGY AND EVENTUALLY THE ATOMIC WEAPONS THEY WERE LOOKING FOR TO HELP THEM EVENTUALLY WIN WORLD WAR II. WE KNOW THE REST OF THE STORY OVER THERE. THIS IS SPECIFIC SITE IS ONE OF THOSE SITES AND IT WAS SET UP AROUND 1942 IN THE OAK RIDGE AREA OF TENNESSEE. IT WAS A VERY LARGE SITE WITH MANY MANY FACILITIES AND BY THE END OF THE WORLD WAR II IT WAS ALREADY EMPLOYING 22,000 EMPLOYEES. THERE WAS A LOT OF ACTIVITY GOING ON THERE. SO HOW DID THE DEE -- DECONTAMINATION COME TO BE? OF INTEREST WAS THERE WAS NOT ENOUGH ENVIRONMENTAL REGULATION OR THE ENVIRONMENTAL REGULATIONS WERE VERY LAX OR NOT IMPLEMENTED FOR VARIOUS REASONS INCLUDING THE URGENCY OF THE PROJECT. IT WAS SOMETHING THE GOVERNMENT WAS TRYING TO GET DONE QUICK LY AND THERE WAS NOT TIME TO PAY ATTENTION TO THE POTENTIAL CONTAMINATION AND IT DID TAKE PLACE AND A LOT OF THE SOIL AND WATER GOT CONTAMINATED AND WASTE GOT CONTAMINATED AND THAT'S WHAT WE'RE WORKING TO CLEAN UP. THE SITE HAS WORKED TO CLEAN UP OVER THE LAST FEW YEARS. OUR MISSION IS TO BASICALLY CLEAN UP ALL THE LIABILITY FROM THOSE YEARS AND THOSE DECADES OF CONTAMINATION TAKING PLACE. THE CONTAMINATION TOOK PLACE AT SITES AND A LOT OF THE REMEDIATION INCLUDED CONTAMINATED SOIL AND GROUND WATER. THE MAP IS SHOWING THE LOCATION OF THE REMAINING SITES THAT WE ARE RESPONSIBLE FOR CLEANING UP AND I WILL TELL YOU MORE ABOUT THAT IN A SECOND. SO OVER THE PAST THREE DECADES OUR OFFICE ACHIEVED A SIGNIFICANT PROGRESS IN CLEANING UP THIS LEGACY. BASICALLY THE OFFICE ELIMINATED THE MOST DANGEROUS OF CONTAMINATED FACILITIES. AND STABILIZED A LOT OF THE GROUND WATER AND SOIL CONTAMINATION AND FOR THE MOST PART IT HAS BEEN DONE AND THE PROGRAMS ACTIVE REMEDIATION REDUCE THE FOOTPRINT BY OVER 90% WHICH IS THE EQUIVALENT TO OVER 3,000 SQUARE MILES TO NOW WHAT IS LESS THAN 300 SQUARE MILES AND OUT OF ALL THOSE SITES WE ONLY HAVE ABOUT 15 SITES REMAINING TO CLEAN UP. AND IT'S TRANSFERRED NEARLY 1300 ACHERS TO THE COMMUNITY FOR INDUSTRIAL DEVELOPMENT AND 650 ACRES ARE SLATED FOR TRANSFER BY 2024. WE TRANSFERRED ETTP FROM A LIABILITY TO A MARKETABLE ASSET AND TRACTING NEW BUSINESSES AND DEVELOPMENT WHICH WAS THE GOAL AND NOW HOME TO MORE THAN 20 BUSINESSES AND WE HAVE TWO SOLAR FARMS PRODUCING 1.2 MEGAWATT HOURS AND PLANS ARE UNDERWAY TO DEPLOY A DEMONSTRATION REACTOR AND PLACED WHERE THE TWO MASSIVE ENRICHMENT BUILDING ONCE STOOD. THREE DUMPSTERS SERVICE THE WHOLE TOWN. AN INCIDENT OF THIS SIZE PRODUCES TWO TO THREE TIMES THE AMOUNT OF WASTE NORMALLY PRODUCED BY THE TOWN. ALL THREE TRASH TRUCK DRIVERS WERE ADVOCATED FROM THEIR HOMES AND ONE LOST THEIR HOME PROVIDING COMMUNITIES LIKE THIS WITH MORE EMERGENCY WASTE DIVERSION SERVICES ELEAVE A -- ALLEVIATES THE STRAIN ON THE TOWN AND THEY TEAMS DIVERTED NEARLY 157,000 POUNDS OF TRASH AND THERE FRESH PRODUCE DIVERTED TO FEED RESCUE ANIMALS. THE TEAM SAVED ALMOST $147,000 IN AVOIDED LANDFILL COSTS THROUGH THE RECYCLING PROGRAM. SO FOR ALL PARTICIPATING IN THE WEBINAR MAY BE INVOLVED IN PROCURING FREIGHT BUT COLLECTIVELY IT'S A SIGNIFICANT BUDGET ITEM AND TRUE FOR LIKE THE DEPEND OF DEFENSE, STATE DEPARTMENT, GSA, FEMA, V.A. IN FACT, TWO AGENCIES RESPONSIBLE FOR MOVING A LOT OF FREIGHT BOTH THE U.S. POSTAL SERVICE AND GSA CENTER FOR TRANSPORTATION MANAGEMENT HAVE BEEN PARTICIPATING IN SMARTWAY NOW FOR YEARS AND I WANTED GIVE A SHOUT OUT TO THE AGENCIES FOR THEIR INITIATIVE IN EXAMINING AND TRACKING THEIR FREIGHT EMISSIONS BECAUSE IT'S NOT REALLY AN EASY TASK AND I THINK THE EPA MAKES IT EASIER THROUGH SMARTWAY FOR THEM TO DO THAT. I ALSO JUST WANTED TO POINT OUT LIKE I SAID EARLIER THERE ARE MANY FEDERAL SUPPLIERS AND CONTRACTORS. THEY ALSO PARTICIPATE IN SMARTWAY AND THESE INCLUDE TRUCKING COMPANIES, OF COURSE, AS WELL AS DEFENSE CONTRACTORS, MEDICAL, FOOD AND PAPER SUPPLIERS AND TYPICALLY PARTICIPATE IN SMARTWAY AS SHIPPERS IN WAY THE FEDERAL AGENCY WOULD BECAUSE YOU'RE NOT MOVING THE FREIGHT BUT YOU'RE MANAGING AND ORGANIZING THOSE CONTRACTS. THESE COMPANIES PARTICIPATE IN SMARTWAY BECAUSE THEY'RE ALSO LOOKING AT FREIGHT EMISSIONS IN THEIR SUPPLY CHAIN AND THEY WANT A STANDARDIZED WAY TO CALCULATE AND MONITOR REDUCTIONS IN THEIR EMISSIONS OVER TIME AND THAT'S WHAT SMARTWAY PROVIDES. AND I KNOW IT'S BEEN A WHILE BUT OVER THE YEARS I KNOW THERE HAVE BEEN FEDERAL AGENCIES INCLUDING SOME BRANCHES OF DEFENSE, VETERANS AFFAIRS, IF YOU'RE ON THE CALL, INTERIOR DEPARTMENT AND OTHER AGENCIES THAT I'VE TALKED TO ABOUT JOINING SMARTWAY AND NOW THAT WE HAVE A NEW EXECUTIVE ORDER, SUSTAINABLE PROCUREMENT AND GUIDANCE COMING DOWN AND OMB, IT MAY BE A GOOD TIME TO PICK UP THE CONVERSATIONS. SO IMPORTANTLY, I THINK ONE OF THE MOST IMPORTANT THINGS SMARTWAY DOES IS PROVIDE AS A NATIONAL STANDARDIZED APPROACH THE FREIGHT INDUSTRY INCLUDING SHIPPERS AND CARRIERS AND THIRD-PARTY LOGISTICS PROVIDERS CAN USE TO ASSESS AND HOPEFULLY IMPROVE THEIR FREIGHT EMISSIONS, REDUCE EMISSIONS AN IMPROVE EFFICIENCY IN THE SUPPLY CHAIN. EPA WORKED CONTINUOUSLY WITH THE FREIGHT SECTOR TO IMPROVE THE PROGRAM OVER TIME AND IT'S BEEN WIDELY ADOPTED BUT BY NEARLY 4,000 COMPANIES AND A VOLUNTARY PARTNERSHIP. THERE'S NO COST TO PARTICIPATE THOUGH IT DOES REQUIRE THE COMMITMENT TO COLLECT, ORGANIZE AND MANAGE FREIGHT DATA. THROUGH THE PROGRAM SHIPPERS ARE ABLE TO IDENTIFY GREENER CARRIERS AND CAN LOOK UP THE RANKINGS AND THESE CARRIERS WILL SHARE YOUR SUSTAINABILITY OBJECTIVES. SMARTWAY CARRIERS FOUND THEIR PARTICIPATION CAN GIVE THEM A COMPETITIVE ADVANTAGE. A LOT OF CARRIERS FIND THEY'RE BEING ASKED TO JOIN THE PROGRAM.
