Description: Evident failures in the federal response to Hurricane Katrina led President Bush to call together a multi-agency "Katrina Lessons Learned Review Group" in September, 2005 to examine those deficiencies and make recommendations to improve national preparedness for major disasters. The committee issued its report in February; the document and related materials can be found at http://www.whitehouse.gov/reports/katrina-lessons-learned Captain Rutstein represented DHHS in the Lessons Learned Review Group. He will first briefly review the course of Hurricane Katrina and areas of weakness in the federal response, then discuss the Review Group's recommendations for widespread reforms to foster a "culture of preparedness" and develop a new National Preparedness System.
