Description:	The U.S. Office of Personnel Management (OPM) authorized agencies to grant dual compensation (salary offset) waivers for certain reemployed annuitants as provided under the National Defense Authorization Act for Fiscal Year 2010. The waiver is suitable for workforce retention of retirees with unique technical skills or those with capabilities to serve as mentors to IC staff. The NIH authority to appoint under this Act is for situations when the agency needs to retain the services of a particular individual based on his/her expertise, which meets one of the following critical needs of the agency: - Functions critical to the NIH mission; - Implementation or oversight of the American Recovery and Reinvestment Act of 2009 or the Troubled Asset Relief Program; - Development, management, or oversight of agency procurement actions; - Promotion of training or mentoring of employees; - Recruitment and retention of employees; or - Responding to an emergency involving a direct threat to life or property or other unusual circumstances.
